Metropolitan Police officers had been called to reports of a woman being attacked by a dog on Commercial Road (E14). A man was arrested at the scene and an officer discharged a Taser. Two dogs were shot dead by police at the scene.[1]
The Metropolitan Police stated that the "aggressive behaviour of two dogs was of considerable concern and posed a significant threat to them".[2]
The videos shared on social media depicted a man being pursued by officers near a canal. During the incident, the man was seen holding two dogs on a short leash. The situation intensified as the officers deployed a Taser on the man and the summary destruction of the dogs using a shotgun. These videos circulated on social media and a petition on change.org was signed by 100,000's of people in a few days.
On 11 May the Metropolitan Police referred two complaints it had received, from individuals who had witnessed the incident, to the IOPC and it was determined they required independent investigation.
We understand the public concern regarding this incident and it is appropriate that it should be independently investigated. We will examine whether the actions of the officers involved were in all of the circumstances and in line with relevant policy and procedure. - IOPC regional director Amanda Rowe [1]
